What is NOCIRC?

NOCIRC is the National Organization of Circumcision Information Resource Centers, an organization of diverse individuals committed through research, education, and advocacy to securing the birthright of male, female, and intersex infants and children to keep their sex organs intact.

When was NOCIRC founded and who founded it?

NOCIRC, the first national clearinghouse in the United States for information about circumcision, was founded in 1985 by a group of healthcare professionals in the San Francisco Bay Area. On March 15, 1986, NOCIRC was granted 501(c)3 non-profit educational status.

What does NOCIRC do? NOCIRC...

• maintains an office open to the public and answers requests for information by phone, mail, and e-mail;
• has the largest collection of information about circumcision in the world and has centers worldwide;
• disseminates educational material; provides instruction; and shares research findings with parents, healthcare professionals, lawyers, legislators, and other concerned individuals;
• gives educational classes;
• offers conferences and in-service programs for healthcare professionals;
• gives presentations at childbirth education centers, high schools, colleges, and universities, including medical schools and law schools;
• provides exhibits for healthcare conferences;
• provides the names of doctors, lawyers and advocates who are educated about the anatomy, physiology, and functions of the foreskin, and the medical, ethical, and legal reasons that the sex organs of children should be left intact;
• publishes the NOCIRC Annual Newsletter;
• sponsors international symposia;
• endorses and upholds the Declaration of the First International Symposium on Circumcision, passed by the General Assembly, March 3, 1989.

Declaration of the First International Symposium on Circumcision

We recognize the inherent right of all human beings to an intact body. Without religious or racial prejudice, we affirm this basic human right.

We recognize that the foreskin, clitoris, and labia are normal, functional parts of the human body.

Parents and/or guardians do not have the right to consent to the surgical removal or modification of their children's normal genitalia.

Physicians and other healthcare providers have a responsibility to refuse to remove or mutilate normal parts of the body.

The only persons who may consent to medically unnecessary procedures upon themselves are individuals who have reached the age of consent (adulthood), and then only after being fully informed about the risks and benefits of the procedure.

We categorically state that circumcision has unrecognized victims.

In view of the serious physical and psychological consequences that we have witnessed in victims of circumcision, we hereby oppose the performance of a single additional unnecessary foreskin, clitoral, or labial amputation procedure.

We oppose any further studies that involve the performance of the circumcision procedure upon unconsenting minors. We support any further studies that involve identification of the effects of circumcision.

Physicians and other healthcare providers do have a responsibility to teach hygiene and the care of normal parts of the body and to explain their normal anatomical and physiological development and function throughout life.

We place the medical community on notice that it is being held accountable for misconstruing the scientific database available on human circumcision in the world today.

Physicians who practice routine circumcision are violating the first maxim of medical practice, “Primum Non Nocere” (“First, Do No Harm”), and anyone practicing genital mutilation is violating Article V of the United Nations Universal Declaration of Human Rights: “No one shall be subjected to torture or to cruel, inhuman or degrading treatment...”
